Somewhat off-topic: Design conditions

Think its a waste of time to design for hundred-year-floods or other extreme conditions?  Think again:

I heard news reports this afternoon that some creeks in south eastern British Columbia hit the 1 in 200 year flood level - for the second time in two years.  At least one of our engineers has already gone to Canmore last night, to start assessment work for emergency repairs.
