I don't believe that add-in was available back then. Unless I am mistaken, you're out of luck.

They have integrated river & flood analysis into the current version.  I'm not sure if you have to buy that in the suite or not.

I'm pretty sure the Autodesk Labs version has been retired.  Even if you had it downloaded it will no longer function after June 30, 2013.
