Is there a way to modify the right click menus that are contextual?
We have a user who would like to add the "Rebuild Surface" command to his right click menu when he has a surface selected. So basically it would show up in the section of "Surface Properties..." and "Edit surface style...".

It is possible. When the Civil 3D Community pages were up there was an download available which would provide an example for it. Not quite sure where to find it today though.
