Revision Cloud issue

I have never seen this before. Im creating a revision cloud in paper space. When I create the square it is ok, but once I create the cloud using the square the portion that is within the building (which is in model space) is some how moved behind the building. Draw order doesnt fix it nor does treedepth. Has anyone have this issue?

Go to the page setup and check that "Plot Paperspace Last" is turned on in the Plot Options.
