The worst problem I am having is xrefing a Civil3D 2006 into a Civil3D 2007.
It is the 2006 file that is causing the problem, I believe.

No. I started with the "Extended" English unit template shipped with C3D
2007. I am xreffing drawings maintained in AutoCAD 2004 format though.
