Radius Dimension Missing First Arrowhead

First Issue: I have created a Dimension Style to dimension a circle's radius however, even though I set the "First Arrowhead" type as "Dot", it doesn't show up. My "Second Arrowhead", which is a arrow, shows on the edge of the circle, but the dot at the center does not. This is different than the "Center Marks" option, which I have set to "none" because I don't want the two options, a Line or Mark, but rather a "Dot".

Also, if the text is more than one line, it masks the dim line underneath it. Is there a way to change the draworder so the dim line is above the multi-level, mtext?

Finally, to remove the prefix "R", I would need to edit my Drawing Setting's correct?
