"Allow Docking" off by default

I hate it when I open a tool pallette - like Layer Properties, or Toolspace - and I drag it to move it to a more convenient location, drag it a bit too close to edge of the AutoCAD window, and the F-ing thing docks.  The only pallette that I ever have docked is the Properties tool box.  This is the only one that is open all the time, the others I open and close as needed. I move them around without thinking about it, and when it automatically docks it startles me out of my rythem and makes me forget the next step I was going to do after moving the pallette.  Sometimes I forget the why I was moving the pallette in the first place.

 

Is it really necessary to make me turn off "Allow Docking" for every single pallette I open, every single time?

 

Is there a system variable where I can set the default value of "Allow Docking" to off?  I can then turn it on for the one pallette I want it on for.

 

BTW, I'm currently working in Civil 3D 2014.

You can change it in the CUI:

This looks useful - however, there is no Drawing Recovery palette. When I get heavy crashes, when I restart, the recovery manager seems to be defaulted to dock and it spends ages re-ribboning itself, realigning the viewports etc., then you have to go through it all again to get rid of the Drawing Recovery palette.

Any ideas how to stop this?

No. I haven't had a need to. I don't see it either. You could set RECOVERYMODE to 1 and only open the Recovery Manager if you want. But it would still be docked if you do open it.
