Just received Support's acknowlwdgement and confirmation of this product defect.
Here, Support is saying a realistic expectation to fix this issue is through another release cycle.
That would mean the QTO defects would be carried forward unaddressed through six (6) Civil 3D software releases: 9, 10, 11, 12, 13, 14 and multiple service packs and Hot Fixes, with repair relief coming in the 7th release of QTO, Civil 3D 2015.
If you feel this is totally unacceptable as a Customer who has paid for the software releases, some quick feedback through the Product Feedback link below will be most helpful:

You may find it benefits others more if you explain what Problem #3 is. Either that, or post this message as a reply to your old discussion where you had all the problems listed and explained.

The problem, at least for the Urban Sidewalk Sub, is that it is coded with 2 Sidewalk links. Both the Top and Bottom links have the Sidewalk code, so that is why it gets counted twice. I had to fix this for myself for labeling purposes back in C3D2009 and commented to someone about it. It is fairly easy to fix, if you know your way around VB.NET....but, it shouldn't need to be fixed by the end user.
