Publishing problems in civil3d 2014

I'm having a problem, whenever I publish a set of drawings to pdf with civil 3d entities, the result is, pdf's with civil 3d labels being represented as ???. It seems like the drawing doesn't have time to regen fully before it creates pdf.

Is anyone else having this issue? If so, Is there a solution for it. Thanks

Hello Max, welcome to the Autodesk AutoCAD Civil 3D forum!

Do your drawings use DataReferences and/or Xrefs? Have you tried publishing with the "Publish in Background" unchecked?

They are actual surface pad labels that are in the drawing itself. We
have tried both, plot in background and not, still no fix.

All other types of labels work fine and it works fine when we publish
just one sheet of the set.

does this only happen when publishing to PDF? And is the OOTB DWGtoPDF.pc3 or a third party?

Yes, we are using DWG to PDF.
