Publishing Pressure Pipe Content Units

I have tried to bring in the 3d block for a fire hydrant, exploded it and combined as 1 solid, added connection point. When using the Civil 3D 2013 "publishpartcontent" command it ask me to save the .content file but when creating the png it outputs an error in the command line. When I go to bring in the content in the catalog edditor I recieve an error saying .content file units do not match catalog. I have tried bring the part into both metric and imperial catalogs and recieve the same error. I also tried creating just a cylinder soli in a new draiwing and publishing the content file, I still recieve the error when it tries to create the .png but when I load it into the catalog it works. Is there any way to set the units of the solid within civil 3d before creating the .content file. Any help, advice, or suggestions would be appreciated.
