Property Dialogue Box Anchored?

My property dialogue box has anchored itself to the edge of my screen, and I can't get a 'x' to show up in the upper righthand corner to close it.  I have to right click somewhere and hit close there.  It's irritating me to no end...

How do I un-anchor the box so I have that wonderful one click close 'x' available?

Right click in the upper left, to the left of Properties. Uncheck "Allow Docking".

I just noticed that if I pass my cursor over the grey bar that says Properties the X and - appear.

It's weird. After starring at your screen-shot for a while I'm beginning to think that it's not docked but a small portion of it has moved off the screen. I can duplicate the look by moving mine just a little bit on to my second monitor. If that's the case try THIS method to recover it.

If you have your UI locked, you need to hold the ctrl key while clicking on the "menubar" and drag it until you get it where you need it.
