I have a watermain project and am going to design by Civil3d2013.
I just realized that Civild3d has 90-45-22.5-11.25 which are excellent for waterworks.
What should I do for degrees less than 11.25 .

Check the manufactures pipe dimensions. For 12" Ductile Iron you can deflect up to (don't quote me, check for yourself) 5 degrees 20 minutes of deflection. Civil 3d will allow you to deflect a pipe at a fitting or pipe / pipe intersection. (see the image).

If you don't understand how rolling a fitting works, go ask a plumber to demonstrate it for you.

Two options, in the parts list (assuming you want to use the deflection option mentioned before) set the allowable deflection of the pipes.
Second option, create a new part with the deflection you need. Check out the instruction file that gets installed with Civil 3D: "C:\Program Files\Autodesk\Autodesk AutoCAD Civil 3D 2014\Sample\Civil 3D API\Part Publishing Wizard\PartPublishingWizardUsersGuide.docx" (note: that's the default install location)
