I have an existing base file which is essentially the surveyor's file. I have a proposed base file which is a combination of the architect's file and our file. I've set up a plan sheet but when in model space the spot elevations, call outs, etc., in the existing base file change size/height based upon the scale i set up for the viewport. The proposed base file stays consistent.
Is this an annotation issue or something else entirely that I'm missing?
I am not sure what you have done. I do not think that there is any way that a viewport scale with affect Model Space.

Annotation scale only works for "Autocad" objects, Civl 3D objects are scaled by the drawing scale in Model space and the Viewport scale in Paper Space.
