Points with xy components (topography) , need help to create a surface

Hi, I was given a AutoCAD file (see attachment) and I need to make a visual surface. This is for a university project and I dont have a lot of experience with Civil 3D.

What those triangles are , looks like you already have a surface there.

And is that points are C3D points ?
