Points labels in dragged state

When dragging the point labels the arrow pulls away from the point. Is there a way to get the machine to have the arrow to touch the point it labels.

Is control by the "Point Style", under Point Style Editor> Summary tab>Marker>Leader Stops at marker = No

Is there a way to get the leader to stop at a circle rather than a phantom square surrounding it?
