Point cloud clipping boundary 2013

I might be missing somehting completely, but I am reading with Civil 3D 2013 you should be able to clip a Point Cloud, but I am not seeing the clipping panel under the point cloud tab. Is there anything special that you need to do to get to this?Untitled.jpg

The command pointcloudclip will let you clip the cloud.  This command works in 2013, but not isn 2012.

I am here on the forum waiting for a point cloud to finish loading.  Is there anyway to only load PART of a point cloud; similar to Map import with geographical queary?

I only need two small fractions of the lidar topo data, not the entire county.
