Pipe Labels in Section Rotating in Viewport

I have cross sections that I have populated with my pipe networks which I have then labeled.  Everything looks great in model space, but when I create a viewport and rotate the view 9o degrees, using either Dview or changing my UCS, the labels do not rotate with the view as shown in my attachment.  I have tried every combination of settings in the label style to try and shut of the readability but nothing is working.  To be clear, I want my pipe labels to rotate with the view.  Any help would be great!  Thanks.

Go to the label style editor, General tab, and set the orientation to match the object or the wcs, not the view.

I tried that and it didn't work.  Is there something that might be over riding that setting?

And just to be clear this is only happening in the dragged state.  Works fine where the label originally come in.
