Pipe Connections

Is possible to connect a pipe to a structure and not have in connected to the structure center? 

I have some two-tiered structures that are 108" dia for the bottom section and 48" dia for the top section.  The 48" top secton is not centered I need my small 12"-15" pipes to connect to this section of the structure.

I need to find out how to relocate the pipes in structures also. Can anyone help us?

I'm sure there are some part builder gurus out there that can help( please),  Usulally if I say something absurd someone's spider senses begin to tingle.... So here goes : I know its a crapy work around - I have been able to grip the pipe and manually adjust it a tad off center and still maintain connection
