Observation Editor Format

How do you enter degrees, minutes and seconds in the observation editor? I set my ambient settings for

DD°MM'SS" but I can only type in 131.2930 for example and the points are inserted in decimals. If I type 131d29'30" it will not allow it. Any help will be appreciated!

I think you will find that you are doing everything correct.  Using that format, you enter 131.2930 and it enters 131°29'30".

 I thought I was doing it correct, but I have an aerial image inserted and the points are not coming in close to where they should be so I thought it may be the format.

On the other hand, I believe there are several locations that use this format, perhaps you have not checked the correct location.

I've checked the ambient settings and the eqipment database. Where else might I check?
