non annotative text

So my question is how to make text non annotative. 

My issue is that i have point labels that i want to make the text non annotative with draing scale. i have made a different text style for the point labels that says non annotative but when i change the scale it still changes the label text. I have set up the marker for the points to not change but cant get the label to stay at 0.5". Please let me know if you have any suggestions or if any of you need anymore information.

I don't think what you want to do with labels is possible. Perhaps someone will weigh in with a clever solution.

Create an expression for the Label Style 2/{Drawing Scale Conversion} this will make the test 2 drawing units tall. In the label style, assign the text height to use the expression just created.
