Not sure if this helps but I use this work-a-round. If the right of way is
consistent, I will off set it, use the Parcel command to define it, then use
the Parcel entity delete key to remove the parts that I don't want. This
includes making a new radius by using the fillet command with the new RW
lines before I "Parcelize" it.

Ed,
Once you convert it to a parcel, it can't be edited. To get it back to
an editable state, you have to explode it - not good, in my opinion.
That takes away the major functionality (the "dynamicness") of parcels.
