I've already solved this but it's weird enough to share.
I was copying an elevation note and after selecting the second or third copy point the Ouroboros circle (that never ending blue circle that replaced the hourglass in Win 7) showed up. After a minute I decided the best thing to do was cancel the command with ESC.
After I hit escape I got back to the Command: prompt, but the circle persisted. I tested it with a List and found that the cursor and pickbox would appear with the circle superimposed on it. I could do the list with no real problem except there seemed to be a small delay.
I thought that shutting the program down and restarting it would probably get ride of it, but didn't want to take the time. So I turned Dynamic Input off and back on. That killed it!
BTW Does anyone know the official name of that circle. I just call it that because it reminds me of Ouroboros, the snake that continually east it's own tail.

Others have seen this problem - or at least something very similar. Search for "flickering cursor"
I think you nailed if not coined the name Allen. It couldn't be more appropriate.
