Network Labeling Workflow

I have created a "base" file which includes x-refs to all water, storm, roads, manholes and sewer pipes.  From that file, I am creating sheet sets for each section of sewer than we are rehabilitating.

 

My question relates to labeling work flow.  Currently, I label all pipes and manholes in the "base" file, then create the sheet in the sheet set.  The problem is that when I open the sheet, the labels are often in the wrong location, or covering other important information.  Is there a better, correct procedure for labeling?  Should I  be labeling everything in the sheet rather than the "base" drawing?  The problem is that when I click on a structure to label it in the sheet, it sees the structure as an x-ref back to the "base" drawing.

 

Any help appreciated...thanks.

We find labeling Pipe Networks in the Plan Production sheets and use of Data References for the Pipe Networks offers the greatest labeling flexibility.

Also, once any part of a Pipe Network is "Drawn in Profile View", then
controlling the Pipes and Structures displayed is easily done by going to..

Profile View Properties> Pipe Networks Tab
