NCopy Freezes Layer

I am using AutoCad Civil3D 2013.

When I use the NCopy command, it will sometimes freeze the layer of the object I am copying from the xref into my current drawing.

So, I do the NCopy comment, select the line I want and finish the comment, it brings the object in and then freezes the layer of the object I just used the command on. It appears to be random as far as which layers it wants to freeze and which it does not. I don't know if I accidently did something in the xref file or anything of that nature to cause this.
