Perhaps you need to try different structures. The program calculates min. height using pipe diameter and min height above top of pipe plus frame. Look for a structure with no frame (cover.).

Do you see the option in Properties palette to pick referenced text? The trick is to hold CTRL key when selecting ??? and then go properties. Once you see green box, click on it and hit Enter to get your options. See image:
To adjust the height of the MH select the structure and go to the structure properties and edit it through this dialog box. Do you have it referenced to a surface? Rim adjustment? Sump? These are all in the properties.
Question #1:
The height is controlled by the parametric part in part builder. I actually have a MH structure that will go all the way down to .5" that is used for waterline fittings. You need to change the vertical pipe clearance and the the min range number for the height. I think initially it's set to 6' of something like that.
Question #2:
Depending on what type of label it is for the alignment you may have to hold down CNTRL like stated above (this is typical if the label is part of a label set). After that the reference text is always on top no matter what type of label you are selecting. On some you are given a pull down, but you are always given the select from drawing icon.
Thanks for the input kcobabe. I have been trying to use the "out of the box" imperial parts list for most of my structures and pipes and have frequently been frustrated by the limitation of the structure height, but was unsure how to adjust it. I had previously not entered the world of part building, but I decided to give it a shot after your recommendations.
Just a couple of general questions. I tried to adjust the vertical clearance and then noticed that the file was read-only. Can the "out of the box" parts be modified? If not, how do you recommend setting up the part list so that it can be edited?
