How do I do it? There isn't any reason I can think of for a background aerial image to be on top of line work. I'm sure this is easy... Thanks.
Using the Draw Order toolbar use the Semd to Back icon to move the aerial to back.

If you used data connect, Raster connection to bring in the aerial make sure it's at the bottom of the display tab in the map task pane. MAPWSPACE opens that up, just drag and drop to the bottom of the listed layers in there.

Sometimes I have given the "object", in your case the aerial, a low elevation that worked well. Like -200. I don't think you specified what format your aerial is. If it is one of the new Bing aerials, I don't think that is possible.

Murph, I brought it in with mapiinsert as a jpg. Is this a problem using your method?
Using Data connect (FDO) allows better control of the display. With MAPIINSERT even when you send the image to the back after a few regens or zooms/pan it pops back out front.
I'm watching with interest. I have the same issue, I keep sending the image to the back and then some time later (often after a surface rebuild), the image is back in front. I've tried freezing layers, etc. but nothing seems to lock that sucker in place. Using mapiinsert too. My work around is to just show the image frame until I need the actual background.

The FDO solution is a good idea. If there is some reason you don't want to do it that way... One method I've had success with draworder is that instead of sending the image to the back. Bring everything in the drawing above the image. I don't know why that would make a difference, but sometimes it does.
