Can an alignment links with another alignment at any station and elevation. In other words, meaning that when alignment A shifted, alignment B (which links to alignment A) will shift as well.

OH dear. I am so sorry. It usually happens to me the other way around-
people assume me to be a man.

My apologies to Laurie.

Hi Dana,

Don't worry, only my wife has seen the moustache (aka soup strainer). I
shaved it off early in it's childhood.

Advanced Road Design (and it's sibling Advanced Road Design INTERSECTION)
treat intersections as "T" junctions and the vertical design of a road which
ends at a through road is adjusted to match with the design of the through
road.

All this is dynamic and if you have the profile editors for a series of
roads open you see the side road design changing as you edit the through
road.

Have a look at

http://www.civil3dtools.com/

for more details.
