Linetype Scales

Is there a way to get the linetypes to be at the same scale using 2 viewports at 2 different scales? I want the utilities linetypes to appear at the same scale; I just need to enlarge a specific area to show more detail as in the attached pdf.

The drawing is setup with lt/mslt/pslt/celt all at 1.

Actually the psltscale is at 0.

Change PSLT Scale to 1.  That will make it change the scale of the lines to the viewport scale.
