Civil 3D is designed to show less contour detail at large zoom scales to reduce processing. All the contours are there but you likely don't need to see all that detail when zoomed out.

I understand that part but we have civil 3d on another computer and when i do that it holds all of them and you can see all of them when you are zoomed out or zoomed in

This link might give you some insight into the feature. http://beingcivil.typepad.com/my_weblog/2011/05/autocad-civil-3d-2012-preview-surface-level-of-detai...

You might find more info by doing a search on the topic "Civil 3D level of detail".

Once i get my lidar info into a surface, I plop a boundary on it and export to LandXML so i don't have to deal with such a big surface or the ginormous point cloud. Importing this LandXML should help you see contours without the degradation as well.
