I’ve had this problem with my proposed elevations for quite some time so I finally want to fix it while I’m a little slow. The problem I have is when I change scales, my elevation’s (in dragged state) leader vertex does not connect to my line. I’ve attached my lable styles so hopefully someone can give me a few pointers.

You need to use some different techniques. Right now it appears you are moving the leader vertex when the label is dragged to the left. When you change scales, the leader's vertex remains where you moved it to.
Here a couple ways to address this:
Set the label style's dragged state to Stacked Text, where upon you lose the line in the label but at least the text will flip to the correct side.
Create a child style, but have it initially go to the left. Then you will use both styles for the labeling, one for the right offsets and one for the left offsets. Attached are 2 images for 10 & 20 scale using this method:
