Leader and Label flips

I do not want the leader and label to flip.  Is there a setting to keep the leader and label on one side?

When I drag the left to a certain point the right note is the result.  I want the bottom note to be the result.

Set the leader to not display, add a regular Autocad leader where you want.

Does anyone know if this option is available in 2013? Durn annoying when you need to move the label just a little bit more and the bloody think flips!
