Hi-
One of my CAD techs is having an issue with the Layer Properties Manager Palette. When she opened AutoCAD, the palette was gone. When she tried to bring it up with "LAYERPALETTE", she gets the "unknown command" message. When she tried to bring it up using "LA" or "LAYER" or the button on the ribbon, she gets a bunch of options in the command line. (see the attached image)
How can we get the Layer Properties Manager Palette back? Any ideas?

LAYERDGLMODE is set to 1. I checked that before. We even changed it to 0 and back to 1, but it didn't help.
Your caption indicates the the old school layer command is being used -LAYER (note the dash) may be assigned in the pgp file for LA command?
Express Tools Tab>Tolls Panel>Command Aliases>Edit
Verify the LA command is set to use command LAYER (without the dash).
If pgp is not a problem, then try the REDEFINE command for redefining the LAYER command and see if that helps.
We tried LA, LAYER, & -LAYER. All of them give us the command line options.
We tried to REDEFINE both LAYER and LAYERPALETTE.
No change with either.
If the palatte was floating the last time it was visible,
Follow these instructions carefully.
1. press ALT+Space at the same time and then
let go
2. press the M key
3. press any one of the 4 arrow
keys
4. move your mouse around, the dialog should
appear
5. click where you want the dialog to
stay.

It seemed to be hiding so I went into the CUI (type in CUI).
I've attached a screenshot of the CUI. In the top left box, click on your workspace.
In the top right box, expand Palettes.
In the bottom right box, make sure Show is set to YES, set Allow Docking to NO and Autohide to OFF.
Click OK and hope it shows up.

Thank you for the reply. Unfortunately this did not resolve the issue. It brought up the Layer Properties Manager temporarily but as soon as I closed it and typed "LAYER", I had the same problem (see link for someone having the same issue in Civil3D2009: http://forums.autodesk.com/t5/AutoCAD-Civil-3D-General/Layer-Properties-Manager-not-working/td-p/310...
This issue isn't unique to the LAYER command; a lot of the commands meant to bring up Manager windows instead give the dynamic input wherever the cursor is located (BLOCK, LAYER, etc.).
I made sure FILEDIA and CMDDIA were both set to "1", and have played around with LAYERDLGMODE as well. The funny thing is that when I use a legacy command like "CLASSICLAYER", the Layer Properties Manager pops right up.
I have tried rebuilding my CAD profile, running the CAD Repair Tool, and even reinstalled the program but none of these fixes solved the problem.

I had the same issue. I tried all of the recommendations: CUI, Alt + space, etc. I finally found a solution, when I tried to change my screen size, by clicking on the left side of the window and sliding in (I typically dock Layer Properties Manager on my left side). I slid the screen in, but then when I tried to reselect the side to re-adjust, I discovered that there was another edge to a window that I could adjust. The cursor changed to a double-sided arrow with a fat, vertical line in the middle - picture what the cursor looks like when hovering over hidden cells in Excel. I hope this helps someone else.
Shut down Civil3d and restart 😉 how about simply opening autocad? or change your workspace to something else
