you can make them have different layers inside the label style definition
and turn on/off that "inner" layer, but not with your express tools.
here is why:

I am trying to create a template using the layer formats that are supplied
and supported in the c3d templates provided.
I am having the trouble with the pipes. I would like to have a standard new
pipe layer for storm and for sewer and for water.
I would also like to display these items on different sheets with & without
labels. For example, I would like to make a storm drain sheet that displays
all the storm labels. I also want this same sheet to display the sewer with
out labels. Then, at the same time of plotting, I want a sewer sheet that
displays labels for sewer and not labels on the strom.
The labels are attached to the pipes, so I can't seperate them by layers.
If I turn the visibility of labels of globally, they all turn off. If I
turn them off at the local level, It takes time and gives a chance of error.
I realize that the real answer to my problem may not be the answer to these
questions, but a whole different approach to the problem.
Thanks for any input. I am just trying to sort this out.
