label arrows xref'd

I have surface elevation labels that are dragged and do not show arrows on
leaders. However I have a drawing xref' these and there are arrows on the
leaders in that drawing. Is this normal?

May have something to do with different scale settings: If the arrow head gets to large it doesn't gett drawn.

Both drawings are 1"=50' and the arrow head style is set to none.

I have a problem similar to this although slightly different. In the Profile base dwg all pipe llabels are set to dot small on the leader. In the Plot sheet they switch to closed filled arrow heads. Haven't figured that one out either. Both dwg's are set to 50 scale as well ...
