Knuckle Cul-de-Sac bearing problem

I have been wrestling with a labeling problem that occurs along my ROW line on a S/D plat. The bearing of the line changes just by a few seconds where the ROW comes tangent to the cul-de-sac ROW and or just before the tangent. On one side of the lot line the bearing is correct and parallel to the CL and to the opposite ROW line. But the other side of the lot line the bearing jchanges just slightly. If I start moving or deleting the lot lines away from the tangent it seems to keep consistently changing the bearing of that line. I have checked this line before adding any lots and it is correct. It seems to change after adding lots to the parcel.
Any ideas, suggestions or similar problem? HELP

i've been working on a plat labeling article for months and running into all kinds of little niblbly things like this (hence why my article is still in uber draft)

I'll forward this one to "someone in the know" and see if they have insight.
