Can i design junctions and roundabouts in Civils 3D without using the Wizard?

Yes. Simply create the requisite alignmets, profiles and assemblies to construct the desired corridor

Dan,

Here's another place to look; Tim Corey's Blog:

As noted above, it can be done manually but it is a tedious and cumbersome process and the resulting intersection will not be dynamic.

I generally prefer to create intersections manually.  My process is a little different than most people, I use superelevation parameters to specify the cross slopes of the return which means that I don't have to create and maintain curb profiles.

A couple of years ago I did a course at Autodesk University on this topic.  Search for CI2160 - Intersections from the Inside Out.

Personally, I'd say it's quicker and better to do them manually, especially if you are dealing with existing roads or anything beyond simple 90 degree junctions.
You do lose some of the dynamic nature of intersections but that's not a bad thing as it forces you to check what you are doing and highlights where errors are should things change.
