You need to look at the two assemblies you are using. The first one (the tangent portion) shows about 2 feet (something) wider than the ones in the curve.
( your approaching pavement from below is wider than the pavement in the intersection.)

the one road is 12 ft wide and the other road is 13' wide

Did you use the wizard to apply the curb return assemblies? If so the wizard may have applied the wrong assemblies. You can check to see what assemblies are applied to the curb return baselines in the corridor properties.
The curb returns are matching the edge of the 2 roads so the widths of the roads can be whatever you want.
The problem is your approaching road EOP and EOP Offset Alignments are different widths.
You need to decide if you want your approaching road EOP to be as wide as those EOP Offset Alignments, or if you want those EOP Offset Alignments to be as wide as the current EOP of that road.
What I see whenj looking at the graphic is the EOP's (the white lines) do line up. The problem I see is the offset blue line on the curb return assembly needs to transition from the main road to the side road.
Those Whilte lines are the Offset Alignments.
The way I see it, the offset alignments (white lines) are the edge of travelway and the curb return baselines.. An assembly has been applied to the curb return baselines which is generating the blue offset lines. So that link needs to transition in width.

No...the curb alignment is lining up with secondary road offset (White), like it should.
Right, but the curb return assembly has a link to a shoulder or something (the blue line). That is what needs to vary.
BUT I USED THE WIZARD TO CREATE THE INTERSECTION AND WHEN I AM DONE THE E/P LINES DO NOT LINE UP
I'm sure the problem is you need to transition part of your curb return assembly. The wizard won't handle that by default. It's a bit too involved for me to give detailed instructions on what you need to do in the forum, but basically you'll need to create a target for blue line on the curb return assembly to follow so that it transitions from matching the main road to the side road.
