Incomplete Survey Database List

Civil 3D 2011 on Windows XP x86.
 
I have a client with many users who all set the working folder to the T:\CADD\Projects folder. There are many folders inside this working folder; some of them contain survey databases, some do not.

Let's say they are 20 folders that contain survey.dbxx and related survey db files. There should be 20 Survey DB's available for everyone to access within Civil 3D's Survey Toolspace. One user can see only a handfull of them. Other users can see DB's that she can't see.  Nobody seems to have access to all of the survey db's in the working folder.
 
Anyone have any ideas?  I'm stumped.  Thanks in advance.

Matt, if you don't know it is not likely that us peons out here in the hinderlands would either.  I did notice the Windows XP x 86.  Perhaps the OS is overtasked (is that a word?).

Thanks Bill.  That's very nice of you to say.

 

The OS could be stressed, but these databases are quite small and there really aren't that many of them.  I'm also waiting on an answer from Autodesk.  We'll see how it goes.  I've never seen this before.

I'm sure you considered that someone simply hid the files in the directory with special permissions, or maybe the folder.

Thanks, d1of2, these users do not have permissions to adjust permissions on files and folders, but I will look at that as well.
