Assuming you are using civil 3D 2006,
if you want to import directly from access, you need to set up a custom
point file format based on 'external project point database', choose the
table you want from the database, then assign the columns as needed.
Also I believe the database must be setup as they were for LDD, with
'PNOIDX' as the index name and 'PNO' as the name for the first field
(you can check the help file under 'Using external data references')
If you only have PNEZD data, I think it would be easier to export the
file from access to excel, then save as a .csv (comma delimited text)
and import that using an existing point file format such as 'PNEZD
(comma delimited)'.
