What is the easiest way to import an areal photo into civil 3d to overlay onto a cad drawing
Use Raster Design and the Rubber Sheet command to collate the image. A uniform grid of points works the best. Otherwise the image will be distorted.
The image can them be saved with a World File.

If the image is not geo-referenced - Old school Autocad.... insert image, scale move and rotate. just set the image display order to the back and line it up the best you can.
Geomap worked great for the computer, but I need to be able to print it with the CAD linework and symbology, as well as the map image underneath which does not plot with the linework. How can I get both?
If you have only a simple JPG (not a georeferenced JPEG2000), you may place it according 2 points of known coordinates, thru the _ALIGN command.
Finally you make the worldfile by means of this free tool: http://www.cadstudio.cz/georefimg
It will be georeferenced, I'm just waiting to get it from another department...There is no way to plot with the geomap background?
