Import Attribute Information with Excel

Under Express Tools | Blocks, there is a tool that allows you to 'Import Attribute Information'; however you are only able to use .txt files.  Is there any other way you can do the same thing but with an Excel file?

The express tool for block attin and attout is very specific in format particularly in the heading if I recall needs the individual block handles and coordinates are part of the package.

If I recall corectly you need to place the block attout, edith the data the attin. this can be done in excel but needs to be save back to txt to attin
