I cannot feeze a XREF'd layer in a viewport

This is a new one for me. I have some text that I want frozen in a viewport that are in a XREF. I try to freeze the layer with the lafrz command and also throught the layer properties manager and nothing happens. The text is not a part of a block and the layer is not locked. I cannot figure out why it is not working.

Any help will be appreciated.

Is it a Civil 3D object? Can you freeze the layer in the Xref drawing? Have the tried an Audit or Recover on both drawings?
