I have C3D 2012. I want to label a part of an arc. The arc has 3 lines that intersect it. I want to label the overall arc and the pieces of the arc. The overall arc is not a problem. How can I label the parts of the arc without breaking it up??

4 parcels should do that, but seems like a lot of effort for the return

The best thing I can think of is to copy and break and label. You could use parcels and have parcel segments connect to the arc and then do a spanning label on the one side (entire length) and regular labels on the other side (individual pieces) but that seems like a lot of extra effort if these aren't already parcel segments.
If you insert elevation points on the arc the labels can apply to the pieces between the elevation points. Likewise if lines in the same site intersect the arc.
Is there some reason that doesn't work guys?
Well.... You really can't without breaking it up. Might be able to in 2014. In 2013 you can label lines by points.
What I usually do is copy the arc to a no plot layer or give a copy a no plot color. Then break it in to the segments I want to label. You just have to redefine each arc if there is a change in the overall.
