Help with Intersection tool

I'm realtively kinda new to using the intersection tool and I need to know if anyone has a work around to my current problem....

 

From the image the road that goes left too right is my primary road (maintaing only this crown), and it currently has a vertical curve that ends at around 12+47ish.  (Note: due to other costraints the vertical curve is set where its at and cant move.)  The intersection tool has no problem modeling the primary road.  The problem I'm having is adjusting the targets for the primary road, as you can see from the isometric view.  I've tried adusting profiles and targeting feature lines, which neither as worked.  Any other ideas on how to adjust the targets?

Not sure what the problem is.  You're going to have to be more specific about what is wrong.
