Hatching can be very frustrating at times.....
Why does the correct area show up in the preview (HATCH.jpg) but it doesn't actually hatch because of open boundary??? Changing the Gap tolerance has no effect

If I remember correctly. HPGAPTOL only works when you have actually selected the objects to use as the boundary. If you're clicking on the screen and letting the program make a selection set of "everything visible" it doesn't have any affect.
As to why it shows the hatch but won't create it. I don't know.

I've run into another annoying issue with hatches in 2013. For some reason all my hatches went on a layer that is not the current one. I constantly had to go and change the layer of my hatches after they were created. The way I found to fix it was by clicking the properties dropdown on the hatch ribbon and changing the Hatch Layer Override to Use Current. How that got changed I have no idea since I've never even opened that dropdown before.
