should hardware acceleration be set to on or off for best performance for civil 3d 2012 or 2013. something i have always wondered and the question has came up again.
I have it ON. If the cursor seems to "flicker", then you should turn it on. Some video cards work better with it off. So, depending on your video card and updated driver, it's kinda machine specific.
i would set it to On to see if you run into any performance issues if you do turn it off
