Gray clipped area in plan sheets cuts station numbers in half

What is the gray area on the clipped out portion of the plan sheet in the attached pic?  Can it be adjusted so that when a station number falls directly on the clip it is not cut in half?  I have been placing a number in paper space right on top of the referenced number and I am looking for a better solution.

C3D Labels still leave some things to be desired...  This is one of them.  The ability to automatically hide "chopped off" C3D labels in a paperspace viewport would currently fall into the category of a "wish list" item.

I label the alignment stations in the Plan sheet. This way I can make sure the draw order is above the Xref of the base sheet. In one City I work in, they prefer the station to be shown for the match line, so using this same method I can turn off the display of one station label by shift+selecting it.
