grappling with parcels

i'm trying to get the parcels to display correctly. i've got a r/w and several parcels and a boundary. mostly it works correctly with the r/w showing on top of the parcel lines. except on 2 parcels where there's a double line on the r/w. also the boundary parcel disappears so i can't get the boundary to overwrite the parcels. i've tried creating the boundary on another site but it isn't included in the parcel display order. frustrating but maybe i'll learn something.

nevermind. there was a stray line underneath the parcel. grrr. as far as the boundary, it doesn't show up in the list but it's parcel 0 and the label was hidden somehow.
