Is it necessary to create a site in order to
create breaklines? Is there a seperate 3dpoly command specifically for C3D or
is this just the generic command?

Be careful, as you are combining two things that
are not at all related.
Breaklines can be all sorts of objects -
polylines, 3dpolylines, arcs, lines, featurelines (<whiz-bang C3D
object). Only the featurelines have anything to do with
sites.
