Civil 3D's requirements are "1280x1024 with true color, OpenGL®-capable
workstation class graphics card or DirectX® 9 support". NVIDIA's 6600GT
supports that.
The question really is, are you seeing a bottleneck with the graphics
that warrants a graphics hardware update? See if you can tweak the
options to use the current hardware to it's fullest. Run performance
monitor to check if your CPU, memory, disk or network is a bottleneck.
I suspect money spent in one of those areas would result in a better
payoff, but only actual performance tests can tell.
